They are same for RebelXSI and 450D except that RebelXSI is for US market while 450D is for rest of the world. FYI, it is called Kiss X2 in Japan.

The later one is the one with EF mount and without IS.

The 55-250 has IS; the 55-200 does not. And, what do you mean "does it work the same"? You need to understand focal length, then you will know what lens you need.
