If I don't know what lighting I'll be shooting under, I'll use the 17-55. If I am confident I'll be outdoors most of the time, I'll use the 15-85.
Personal opinion:
I got the 15-85 first because I felt the need for a longer lens. But once I started using the 17-55, i was blown away by its IQ. If I had to choose between the 2, I would keep the 17-55 for its imba IQ and constant f2.8

The bottom line is that the 7D is Canon's new king-of-the-APS-C DSLRs - clearly the best yet. Though I would like to see sharper results at lower sharpness settings (set sharpness to "2" or "3" and don't worry about it), the Canon EOS 7D turns in great performance and great image quality in a great package.
