what u need is to state the followings;
1. LCD or CRT monitor(some prefer CRT for PS, some prefer LCD cos good for ur eyes).
2. Monitor size. Typical 17-19"LCD or 19-21'CRT is good enough.
3. HDD size.
4. AMD or Intel. (some are Diehard AMD fans, just like Canon & Nikon. Each has their own good)
#1 to 3 are long term investment. Can keep for very long.
Only Motherboard, CPU & RAM need to upgrade every 1-2 yr.

I 2nd that, smaller LCD with all the tools and the bigger and better quality LCD with just the image. 4x 15" is approx 1x 30" (stack up a square) but the price of 4x 15 is cheaper than 1x30, do your maths...
