Actually, a colleague of mine has suffered the same fate as you, but the guys was not so persistence. His harassment on my friend includes touching her chin and playing with her hair using his fingers. My friend got so mad and warned him very sternly. Eventually, after a while, the heat was off and he does not bother my friend anymore. Maybe, you just want to treat him coldly and try to avoid him. Just reject everything he offers.

Or if he's balding like the guy who harassed my friend, just tell him that you prefer someone with more hair. That should deflate his ego and should back him off.

You have to be harsh at times.
