Got my PR very shortly after I applied for employment pass - in fact, during the interview for the employment pass, the officer asked me if I interested to become PR. So fill in the form there and then, and voila, 2 months later become PR.
And just last month, SIR sent me form ask me if I want to become Singapore Citizen or not ...
