HBF foodcourt should be closed by 11pm. I dont recommend starting at Vivo at all. There's the Ch 8 countdown party and the Sentosa Siloso countdown party going on simultaneously. Unless the intention is to capture the crowds and squeeze with all the xmms and xdds while carrying your DSLRs and tripods.
If its just to meet and start the route march, should meet somewhere not so crowded and with shops opening till late or 24/7. Also, along the way from Vivo to Shenton Way, nothing much to shoot in between as its semi-expressway until perhaps the Railway Station.

Tank chiu buttie por ur suggestion, actually i was tinking of going along kampong bahru den we will pass by church of st theresa for some night shots of the church den to sporttiswoode park road to take some night shots of the streets and shophouses and beside it is the tanjong pagar railway station and from there maybe can go take some shots of the pinnacle @ Duxton den we will walk to shenton way to take night shots of the CBD and continue to Lau Pa Sat for a break b4 the final stretch
Den i have to see if vivo Basement kopitiam is too crowded or notch, if too crowded den we do plan B. Meet at the fountain area outside boobo roh
