if you flip the image upside down, and flip it left to right, you will notice if the flare spot is corresponding to the hotspot/street lamp/sun in the photo,
than there is no way you can avoid it, since you are shooting the hotspot/street/sun lamp right into your frame,
remove filter might help, better lens might help. (pro grade lenses have better flare control)
btw, lens hood/shade is shielding stray light enter into your lens, and the source of the light is OUTSIDE your frame so that your lens shade is able to block it.
you can't expect a lens hood/shade can block the flare if you shooting right into the light source.
