Problem is for paid downloads, credit cards are usually the main mode of payment. However, more than 50% of the anime fanatics are minors and do not own credit card. Furthermore, most parents are not willing to allow their children to use their credit card for animes.

Its really simple actually.. its a system of converting real cash into virtual cash usuable for all internet transation within that website. First you have to register an account with the website, which has almost bank like security to prevent hacking and all those online threats.
Me the consumer goes to the local convience store to buy a top up card, say $10. This card has a fixed value. It comes with a pin number at the back covered by those silver security foil and a card number (Similar to a international calling card). Go home, login to your account, enter the card number and pin code and volia! $10 credited into your account for your use to buy stuff...
