it depends on the light, and situation..
last shot was nd only.
so the reason u use nd for the shot was becos the main subj was the foreground and that u forgo the sky? is it a nd4?
so i would believe if you want to include the sky you would ues the gnd?

nope. here the sky was actually not foregone,just that there are no clouds in that direction.. i have another shot taken at the same time, same settings, there are clouds there. haven't gotten round to processing it.
here, i was shooting *away* from the sun. the direction in where i am shooting has the rocks evenly lit. therefore, difference between foreground and background is not much different. at most a stop difference.
if you shoot towards the sun, during sunset especially, the brightness differences between the sky and the foreground or rocks (due to sun being present) are going to be so great that you either burn out the sky in a very ugly way or you get blackness in the foreground.
it's all about the light, understanding how different areas have different brightness and trying to control them so that they can be reproduced as the eye sees it (i.e. at least in terms of relative detail, since our eye doesn't see flowy water).. properly.. it's actually not that difficult. there is not really a one size fits all solution. for example, if you use an over strong gnd filter, you end up getting bright rocks and dark sky. that is impossible in any scenario unless your rocks are radioactive. the most that is acceptable is probably equal relative brightness.
