urban acid action seems to use two things - channel mixer and curves, along with layers (hue/something else, can't remember right now) to "burn" your image and change the color palette somewhat, into a very "grungy" feel
very widely used in portraiture in some places.. as well as old building shots. of course can be used for many other things, as i've found out; just for illustration for the main use that people usually apply it for;

what i like about the action is that it allows you to choose the curves applied.. adjust according to taste, and the layers allow you to modify, how heavy the color shift will be, and all saturated they will be, etc.. try it, it's fun!
the highlight recovery tool comes as a set, better known as shadow/highlight in ps cs 2.. can be found under image --> adjustments --> shadow/highlights
be sure as a general rule of thumb to not abuse it.. do not lift shadow by more than 10% at default radius/threshold settings.. do not recover highlights by more than 10% either.. even at 10% you can get visible haloing.. which you should try to avoid if you're trying to present a realistic picture.
