Depth of field is not only dependent on aperture. With a 17-40L, you're using a wide angle to standard focal length, and at such focal lengths, depth of field is generally quite deep, and only becomes more shallow at the longer focal length (ie towards 40mm).
DOF is also dependent on focus distance (ie, if you are focusing closer, your DOF is shallower, as compared to if you're focusing further away), as well as focal length (a 100mm lens as shallower DOF than a 35mm lens, due to perspective compression).
I do believe that if you know how to work the 17-40L, you can get very nice bokeh from it.
