maybe because they all know she did what she did, and what offence that would come under?... so pre-emptive strike with the petition... but of course that takes out the "plausible deniability" defense because it's proven to be so obvious...

but what I like about the article you quoted, and which I excerpt here,

I have to agree, working around restrictions, that is creativity... not running straight on into a wall and hoping that the wall will not impede you, but instead find ways around the wall...
