No one does and i don't think even those who do at Canon, will do it for u. This modification consists of changing some elements to UD, Super UD or fluorite (for white teles) and it's a complicated job.

The exterior (paint job) only. I think there's also a possibility to modify the lens exterior, engraving designs on the lens, but that will be getting out of hand!

That's why. Getting a normal lens and asking Canon to 'convert' to L is not possible.
