Quick points.
[1] You've every right to ask to view a portfolio, regardless of the situation. The photographer can say no, but I cannot see how there can be any justification for a photographer to feel insulted by a request.
[2] In this situation the photographer has approached you for a TF shoot. There is no way for you to know if are going to get anything out of a collaboration if you have no idea if he/she is in any way a decent photographer, whether the type of work he/she does is any different to stuff that you have already in your portfolio. The best way to do that is to view his/her portfolio.
[3] The photographer's English is really poor.
[4] The fact that he/she has removed all the pictures from his/her Photobucket account bar one is very suggestive. That he/she only has a Photobucket account is also suggestive.
[5] At all times, take precautions to protect yourselves in similar situations. If you're in doubt, walk away. If something's not right, walk away. If something's too good to be true, walk away.
With regards to the comment about always bringing someone along to a photoshoot as "protection", there is an endless debate to these on various model/photographer networking sites, but certainly I think a guideline that you "always" bring someone is maybe a little too rigid.
There are valid reasons to say that extra people on either side (ie brought by the photographer or the model) can be counterproductive, and no guarantee of safety either way. There are reports of chaperones stealing from photographers while the photographer and model are otherwise occupied, chaperones distracting the model and just generally getting in the way, but at the same time there are plenty of chaperones that stay out of the way or even make themselves useful.
While personally as a photographer I don't adopt a strict no chaperone rule, I don't encourage it; but I can see why those that do, do. There is also an argument that says, if you don't feel confident enough in the photographer to attend the shoot alone (ie the photographer sounds dodgy), then you shouldn't go there with a chaperone either. Think about it.
That's not to say you dive into any shoot with or without a chaperone. By all means do your background checks, get a reference or two directly (references left on websites are not an accurate reflection for a variety of reasons) and try and find out as much as you can about the photographer.
The thing I hear most from experienced models with bad experiences in the past is, if I had the experience that I have now, I'd have walked away sooner (from the shoot) - or some other form of ending the shoot.
If despite all your groundwork the guy seems dodgy on the day... walk away.

If a photographer asked for TFCD and refused to show his porftolio, I guess you can simply ignore him.
Even if the portfolio are shown to you, I think some may go a step further to contact the models he shot before to gather some info on the photog, you may also try to figure out whether the guy that approach you are the photog himself or merely someone using others portfolio..

He is ruining own reputation, has no one to blame.
If a photographer want to look for a model for TFCD, models has every right to see the photographer's portfolio.
TFCD suppose to benefit both parties, Model and Photographer should only accept the offer when both sides find the collaboration is beneficial.

I just hate when people keep telling me how good and how many years of experience he/she is in certain industry.
Recently, my parents had some renovation job done by an established renovation company 'C..w'. My parents signed the paper. When I reviewed, I found the details and warranty information not clear enough, thus I called the project manager to request for more information. Guess what he told me? My parents had signed the contract, he has every right not to send me the details. He even told me he has 15 years of experience in this industry. What the hack, do you think I care how many years of experience he has when he demonstrated such unprofessional attitude! I called up his manager and got him replaced!
