wrong, its CONSIDERED to be under-paying by locals because they expect a higher standard of living. as i've mentioned somewhere before, if the pay for such jobs at the bottom of the work pyramid(no offense, i'm only refering to amount of workers per category, not skills per se), then the cost of everything else will have to go up in order to maintain margins. Which will lead to an even higher cost of living, more complaints, and then suddenly the "higher pay" is considered underpaying again.
your theory comes to salary ratio out of balance ,this excuse are outdated .
Cost of living or dying are increasing every year as we can feel ,but no increasement of salary .
