1) Party mode, Flash on
From my observation, if flash is on, then ISO must be either 800 or 1600,
shutter speed defaults to 1/60 sec.
If your object is on focus, then soft image is likely due to handshake.
Btw, most of my night shots are quite soft and PS sharpening is still necessary.
Why not show us your problem shot?
2) AUTO mode vs Party mode
For your case, I do not think the underexposure can be improved by using AUTO mode.
Basically the camera auto function in setting the exposure works the same way in all modes.
In actual fact, the flash may not be that intelligent, but the camera does possess some common sense.
I quote:

You may like to try out M mode or A/S mode which allows the exposure to be manually increased up to 2 stops in 1/3 stop increment. Also, do not forget that choice of metering selection (matrix, spot, average) may yield different exposure setting as well.
