I have both the soft and hard set.
0.6 & 0.9 both soft and hard are common use.
I know the general perception is soft for city/mountain, hard for sea, even the folks at the shops said so when I first bought the filters.
After using them for some time, my take is there is no fixed formula for specifically mountain or sea views. whether hard or soft, 0.6 or 0.9 or even 0.3. It all depends on the composition suitability. If you must choose only 2, maybe go with soft 0.6 and hard 0.9 like you mentioned for a start and then gradually buy according to your needs later.

It is absolutely delightful to just watch the clouds changing color from grey to pink to orange to purple to blue all in the space of minutes, lending an ever-changing mood to the surreal landscape.

Camas Sgiotaig, known as the 'Singing Sands' is an unique geographical phenomenon of Eigg.
The sands 'sing' by producing a whistling sound as you drag your feet through them, due to the presence of very fine silica in the sand.

Pebble beach at Barra during the pre-dawn hours. With the cold air and chilling wind, it was nothing short of a miracle that I've managed to pull myself out of my warm sleeping bag and crawled out of the tent at 4:30am in the morning. A moody grey scene greeted me.. for awhile, I thought I've gone color blind in my dream.

Yes they really are! If you looked closer, most of them had this stripped pattern with a tinge of color resembling a mini planet!

#56 Isle of Barra, Outer Hebrides.
Despite being one of the simplest image so far, this wasn't the easiest given the sinking sand pulling the tripod off with every receding wave. Furthermore, my one-month old Goretex boots were starting to show signs of mild leaking while standing in the icy cold seawater but it is also this simple monotonous piece I felt best conveyed the mood of the scene at that instance.

#57 Abisko National Park, Lapland.
Two chinese girls from the hostel joined us on a trek into the hills of the Abisko National Park for a dark place to enjoy the Aurora Borealis without the interference of street lights pollution.
With our little torch-lights, we found our way to a small clearing where we stayed for the next 3 hours. Having mates to chat with made waiting in freezing cold temperatures much more endurable.

Weather in the Hebrides are notably known to be unpredictable. Storms are aplenty and usually pass right through in a few minutes or so.
Seen in the distance is yet another smaller storm cloud approaching the vast beach of Uig Bay. Both our 2 days here were always wet, dry, wet, dry, wet, dry..
