In the 1970's, 1980's, we had street side food stalls. The stalls all operated in the street. They cooked there, people ate and didn't fall sick at all. Infact, the food prepared tasted better than what we eat today.

If a stall is graded as C, does it means that it is unhygienic? So it will be unwise for a person to consume at this stall? Consume at your own risk?
Won't it be better for NEA to ban the stall completely instead of giving it a grade C and passing the risk to the person who patron the stall?
I think it will be better to have a system of 'Pass' or 'Fail'. Pass means that the stall can continue to operate. Fail means the stall is ban from operating.
Thoink only D is considered fail liao, or even if not fail, not many people will trust.

NEA found damned jia lat hygine conditions. They managed to catch something like 50 rats last night, and estimate that another 100 were still running around.
