Whatever that gets the job done would be important la... d'oh. If you're a sports photog, you're using a 5D, you're asking for trouble – not that you can't do with a 5D but there's a better DSLR. If you need 200mm reach, you're using 17mm, you're also asking for trouble... so... both are equally important when you know your ****.

What's the use of keeping 10 bodies and 1 lens. To me lens is more important. Technology so advance ... every 1-2 years I can change the body but the high quality lens stays.

Body is important and thus need to research properly. Coz once bought, you are likely to get stuck to a certain brand, especially the lenses are expensive. For my case an upgrade from D60 to D90 is a great difference. Some pictures are not achievable without this upgrade especially when I shoot alot of indoor events.

But being said, lenses are important too because each of them has their unique use. The purpose of using SLR/DSLR is such that you can change lenses for specific genre. (I wont go further into why we need to change lenses or use DSLR to get ideal results).

I take a neutral stand to your question and I emphasize that each person's case is different and should not be debated.

The question should be what is what surrounding condition and type of photography that you are doing.

If you are taking a studio condition, with both camera both on tripod shooting at ISO 100, F10, shutter release, etc. I would say unless you pixel-peep the result is min.

On the other hand if you want to shooting bokeh. I would have no doubt a 17-55 would be better than a 18-55 given all condition (include the pg) remain the same except for the body.
