ok got another image.....seems like motion detectors? i doubt it's electrified fence...since there's insulation. lol

This fence perimeter sensor, inside this cable is fibre optic. One side is light source and the other end is receiver (not shown in the pict). This sensor is able to detect someone climbing, shaking or cutting the fence, this is a quite high end security device, usually used in the military building or prison outer fence (every prisom usually have sterile area).
I think this sensor was broken before, this explain the two connections points on the photo.
