don't think they are. the buildings n houses in earthquake zones are special pre-fab materials, n there's a certain building code to adhere to like some steel reinforcements or materials that can absorb the shock, i think.

sth like a suspension system under the building IIRC

Not likely, buildings, even concrete ones, are flexible. But sometimes not flexible enough for quakes, hence they fall over.

ONE SAFETY FEATURE YOU MAY WANT TO ADOPT IN SUCH SITUATIONS
besides the usual precautions like hiding under a table in case of falling concrete should an earthquake develope or preparing to evacuate, keep ALL DOORS IN YOUR HOUSE OPEN. that includes the front door. if the door frame is damaged by the shocks, you may not be able to open the door to escape.
