Ya, indeed we had encountered some of these issues previously though not with volunteer photographers.
Now the most tricky issue is the copyright issue.
As for costs wise, points 3 and 4 will be defintely taken into consideration. Perhaps, after the go-ahead is given, we can arrange a meetup soon for those interested photographers to settle those outstanding issues. And perhaps, it is possible to get volunteer drivers too!
As for point 1, I can guarantee that it'll be so soon, but I'll bear that in mind and bring forward to the parties involved. Maybe I'll arrange for a session, specially for this, for those photographers who are interested, one before the event in july, and another after the event. So that a review can be done whether the project is feasible and what are the concerning issues.

Nevertheless some tips to share with you.
1. Can consider coming out with a pictorial book (coffee table size) for a VWO, they can then sell the book to generate revenue. Good volunteer photographers are plenty in CS. In this way, CS photographers can contribute their expertise to generate revenue for the VWO!
2. A tricky issue raised during my "failed project" was that of intellectual property. After taking the photos, who's rights and who owns the rights of those photos. Do consider them as some volunteers wld want rights over the photos they took.
3. Third issue is film photographers. Who is gonna pay for their cost for development and processing, if u accept them as volunteers.
4. Reimbursement, who is gonna cover the volunteer photographers cost of going for the shoot, I mean if u want them to cover an event or shoot. Who is gonna pay for their cab fare etc, esp when u have to carry gear like tripods etc.
These are some issues that u have to work out with the VWO and take into consideration when u seek volunteers. I think Larry may recall these issues being discussed regarding RDA. Somehow, RDA never got back to me, I guess they must have abandoned their "project" or the new incumbent is not interested in our work.
All in all, I think it is a noble thing that u are doing and I am sure many will join the cause, but u my have to onsider some of these issues in time to come. Good luck!
