Oh actually both of them are not HDR. ;)
HUH? really? #1 looks certainly like a HDR.
The tell-tale sign is the halo around objects like the merlion, for example.
Maybe you call it by a different name.

in fact #1, #2 and #3 all have the 'halo' around the merlion.

Haha..no..it was the used of multi-layers filters.. 2 ND, one Grad blue and one Grad gray... hand held to cover the bright sky on the right but give enough exposure for the sea and the Merlion. Oh and also a polarizer.

Oh and also post processed to increase saturation.. May be should try HDR next time... a good suggestion.

I think the halo effect could be due to the Tonal Contrast in Photoshop. Got to tone down that a little in processing
