In my experience, digital ICE makes things worse. I've given up on it and I've stuck to using anti-static gloves to handle the negs/slides, then using an anti-static brush to brush off any dust on the neg/slide as well as scanner. Anything left over after that I just use photoshop or lightroom to get rid off.
IMO, scanned dust is much easier to clean up digitally than mushed up digital ICE blotches.
