I had the sb900 briefly and remember vaguely that user can choose between ttl and ttl bl in matrix and centre-weighted metering mode. with the sb700, user cannot choose to use ttl mode now, can only use ttl bl.

thats true... even with the cam in matrix mode, i can switch the flash to either ttl or ttl bl

yup. user cannot choose which ttl modes to use.

Sorry Im a newbie.

You need the PC jack if you want to do strobing (off-camera flash).
Actually it is the wired version of the off-camera flash.

If your camera and your flash both have a PC jack, just need a male-to-male PC cord to connect them. The main consideration is that your camera and flash are connected with a wire.

Actually there are a lot of China brand wireless trigger, and they are quite cheap though.
So having PC jack is not compulsory.

SB700 has no RPT mode unlike the SB900.

RPT mode availability depend on the type of your speedlight and camera body.

The RPT mode (RePeaTing Flash) is only available when you use:

Speedlight SB800 and SB900
It is available on this body: D3X, D3S, D3, D700, D300s, D300, D7000, D200, D90, D80, D70s, D70, D60, D50, D40X, D40, D5000, D3100, D3000
It is NOT available on this body: D2Xs, D2X, D2Hs, D2H, D1X, D1H, D1

RPT mode is not available on SB400, SB600, SB700, whatever the camera body is.

If my understanding is correct, this is working correctly. When one choose to be metered on a particular "spot", the flash exposure would provide the power to provide correct exposure on the measured "spot", the camera CPU will not take care of the "backlight"(BL) anymore. So I would say the flash is working correctly when you get TTL without BL when siwtching to spot metering
