Yes, I also felt the same too...
cute dog on the skateboard pasted (park) on the warning sign board.
in another way is also an offense.

The sign board mean :
For vehicles loading and unloading only not for parking.

Actually Tsukiji they are close for visitor but now they are re-open to let visitor to visit.
now they are planning to move out to another location. :cry:
