To keep the message simple, you are just thinking about prevention. What do you propose should be done after the act has happened, as in this case? Everyone has perfect hindsight, don't you think? Your comments are nowhere constructive. Aren't you suggesting that to let the guy go, because it is not worth it to pursue? You are not oeyvind nor a lawyer nor a police officer - you are in no position to decide for them. Do not interfere with oeyvind's right to pursue the case, unless he is breaking the law by doing so.
