I'll concur with SnapHappyDad, that's a Dornier 328-110 or more exactly an United States Air Force (USAF) Dornier C-146A operated by the Air Force Special Operations Command (AFSOC).

It's registration number in typical United States Air Force (USAF) Air Mobility Command (AMC) format indicates that it was registered in 2011 with a Construction Number (CN) or Manufacturer's Serial Number (MSN) of 3031.

Oh well, it flew through Singapore Flight Information Region (FIR) and direct to Bangkok as GRIM 42 yesterday afternoon.
