Follow instructions in the email.

You're supposed to print the email, fill in the bottom part, and pay up at the location at the given timings.

But you can authorise someone to collect on your behalf.

Just write a simple letter to authorise someone to collect (with that person's Name and IC no mentioned in the letter). The collector need to bring his/her NRIC and the collection email along to collect.
