CID ordered this hanging lamp to be removed from post and seemed to be sent for lab.
The lamp-post is rusty to the extend that those round round thingy fell off. Must be lousy workmanship during installation, sub quality material, poor maintenance. Lucky thing that the live wire is detached else the caucasian might get more than just a bleeding head.

Yes, the contractor will be one day blacklisted if very serious incident can make Singapore too ashamed...
From the pictures it showed that the lamps were installed together with the lamp pole since day one. The two horizontal poles were designed for the flag hanging only and not for any other purposes. Before the lamp were installed, drawings had to submitted for approval. After the installation, the LTA must conduct regular inspection to ensure it is structural sound.
The two horizontal pole were not designed to hold the lamps, you do not have to be a rocket scientist to find out to install a lamp which had a flat surface to a pole surface which will not give a structurely sound installation. In additional, the material use to made the lamp also not weather proof, the contractor was there to install the lamp, it is the sturcture engineer who approved the lamp pole to take the responsibility.

The initial design of the lamp-post has to be certified by a PE (Professional Engineer) before it can be erected. After which, it's the maintainance agent's responsibility (whoever the contract was awarded to) to ensure proper inspection and rectification actions are carried out should there be damages or corrosion.
I'm sure the authorities would get the MA to inspect all the lamp-posts now.
The lamps from the lamp pole need to be removed immediate, it was not designed to be there. The structure of the pole was designed to hold the flags but not others. The location of the pole is next to the sea water, any material other than 316 stainless steel will rust very fast, thus it need to be coated with powder coat or others.
