yes, blank shot shows the red pixel as well, funny thing is... it happens at the exact spot at ISO 400 and above, and only happen from 1/50 to 1/2 sec, when it's at 1 sec shutter speed, it doesn't appear... weird...

if so, why still on the NR function especially when it slows down image processing time ?

Long exposure NR is to eliminate hot pixels which may be present in longer exposure. This is one of the problems that plagues CMOS sensor more than CCD.
