A DSLR will likely cost you $3K or $4K instead.

For "simple" kit
a) 10D or D100 @ est. $2850?
b) Starter lens: Tamron 28-200 @ est $450?
c) Flash: 550EX or SB-80DX @ est $600?

Est: $3900++
Add a 512mb or 1GB CF and it hits above the $4K mark.
