Handcuff for taking flood photos?

police don just detain or handcuff when they have a warrant, it all depend on the situation. perhaps you should have a better understanding of the law before saying all these.

maybe i'm wrong

i not lawyer, and i not PO, can PO explain why such case can happens? if the explanation is not acceptable by public then what will happen? :embrass:
just walk away like the romanian??

then the po who was handcuff happy will no loner be happy anymore:bsmilie:
anyway i think there a clash of ego (emphasize i think),
1. PO asked photog to beat it
2. Photog felt it was within his right to shoot (the flood, not the PO)
3. PO felt authority wa challenged
4. Out come the handcuffs

And we have an interesting thread:bsmilie:

Man goes robbing bank with gun.....
Police came, man surrenders.....
Police can't arrest man without a warrant.....
Man runs away.....

How stupid does that sound?
If you are making this example to compare with this photographer case, i think it sounds really stupid :dunno:

What is the discussion here? All I read is GWC trying to be drama hero.

aiya.. now the PO damn kiasi one, anything dangerous sure get cisco to do one, only those small small matter will come out and talk loud loud.
One more thing to add, if PO can handcuff anyone one the street when they think they like to handcuff, what is the court of law and warrant to arrest for????
police handcuff ppl, search or detaint private properties only when they get warrant from court. And they need to apply it with valid reason, cannot simply just arrest wor.
If singapore PO is so powerful, when i think can do away with the court liao, why nwaste tax payer $

My response was directed to this.

why yes, state me some case history. like i say the only situation i knew was regarding mentally inbalanced cases where they were handcuffed to their bed.

The case in question is a reference but if you chosed not to believe the explanation given, then I guess you would turn a blind eye to history as well...

I don't see what the pg has done wrong. He wasn't a threat to public safety or anything

so the photog was in imminent danger to himself and the stranded cars in the longkang and the police surveying the scene because the flood water was receding:bsmilie:

police officer in singapore ... have no rights ot handcuff anyone

em. i dun think that is right either... you sure u are not misleading the others?

I am not too sure how accurate was the report, but this line throws in some doubt :

吴庆顺说,警员叫他走开, 他礼貌要求再拍一张照片 ...

I am sure all of us know how presistence a journalist can be in getting the scope photo. The journalist could put his own life in danger (or others) by going forward to take the shot. The police warned him to stay away. I can only guess that the journalist did not heel the warning but presisted and was handcuffed for causing obstruction to a public servant. The used of a handcuff does not mean that a person is under arrest. It can be use as a temporary restrain measure to prevent that person from causing injury to himself/herself or to others.

i think it is only valid if the policeman did say that the location that the journalist stand is already standing is dangerous, and that the location he is standing is indeed dangerous.

Well, handcuff him based on this :

PENAL CODE
(CHAPTER 224)

He was lucky he was let off after 1 hour and not bring back to lockup and charged for obstructing a public servant from carrying out his duty ..

in the first place, the "duty" need be be valid.

according to article, the PO was in his car before the incident instead of diverting traffic (it was not even heavy traffic according to the pictures)..so what duty was the PO doing?

WTH! The BUS Driver speeding, Nearly hit him!
This is bad. Speeding is already serious offence furthermore it is flooding, the driver can lose control easily and what if the brake failed. No wonder there are so many bus accidents.

Hmm.. why not you be a PO and after which let us know if you were in that kind of position what were you do? :)

erm... can let us know why the police did not handcuff the guy who took the video (maybe because shame Singapore Orchard Road on YouTube a short while before YOG), hand cuff the guy waving his hands in the middle of the road (reason - for his safety...from the reckless sbs bus) and also hand cuff the bus driver for speeding and nearly mowing down a person on the street.
