It sounds like a shotgun start where all 18 holes will tee off concurrently. That's why he needs 18 photographers together...to take a group photo of the flight (4 guys) together, and 4 individual tee-off shots.
Make sure your gear is well protected from rain...the players have buggies to hide but not the photographers...you'll be out in the open.
Is there attire requirement for the photographers? golfers need to wear collored polos and pants/bermudas.

John is not the organiser as well... he was just approaced by the organisers for photographers and we were contemplating opening this shooting opportunity up to clubsnap knowing the kind of flak that some individuals in the forum would give but decided to post it anyway for those who are keen.
From the little that John has briefed me from an overseas call, the golfers are teeing off from 17 different holes at the same time, thus needing 17 photographers to capture that one shot. The organisers can pay $30 for that ONE shot * 17 photographers. After that you are free to shoot the golf game within golf photography ethics (that means longer lens so as not to be intrusive).
I personally won't be able to make it. I'm relaying the message to those who are keen on this. I'm SMSing to get more info on the Tee off time and location.
