Haha madmacs, save yr breath. I know Snoweagle's style. He'll do what he wants, come hell or high water, regardless of what people say or do.
He wants the camera to stuff it all in one folder so that he can cut and paste easily. So unless you can find a way to make his 10D stuff everything into one folder, well everything else you say is just off topic.
Nothing wrong with that really... just that you'll probably run around in circles when the answer's staring you right in the face.

Back to your question, 10D is programmed to create a new folder after every 100 shutter counts, even if you delete some images. There is nothing users can do to change that.
As for downloading images, I dun use Canon's softwares.
I find using the Nikon View (downloaded from Nikon website) to be very useful. It will transfer all the images from all folders without you having to open the folders. And in you case, you can specify certain date/day or certain period to be transferred to one folder in your PC, and repeat that of another date/day to another folder. Very easy to use.
