f/2.8 or f/4 with IS

Well said. So to TS, just weigh the pro and cons. If don't mind the money and weight, go 2.8 IS. If not, f4 IS is good

Well, TS mainly use to shot indoor, so f2.8 will be a better choice.

Indoor without IS? That's a mistake.
As I said, if TS afford, get f2.8 IS. Indoor doesn't mean f2.8 can solve everything that f4 cannot.

Which model are you using?

From my experience of using both lenses. I'm the kind of person with shaky hands so when I tried the 24-70mm f2.8L in low light condition although aperture is f2.8 but it doesn't have IS. So you must have really steady hands or support like a table, wall or monopod. Or else some of my hand held image I noticed slight blur. But this lens can produce nice bokeh when its on 70mm wide open. View finder also looks brighter.

As for the 24-105mm f4L IS in low light condition although aperture is f4 the image blur is not so frequent due to the help of the 3 stops IS. But bokeh is not as nice as the 24-70mm f2.8L. View finder also slightly darker. Just my 2 cents.

Actually ,It depends on your budget if u got a lot of budget then go for F2.8 IS II ,If your budget is limited then go for F4 IS .Now I currently own the F4 IS .It is quite nice and If u can bump up the ISO indoor and use flash .F4 Is is definitely a good choice .
F2.8 IS VS F4 IS
1.2.8 and 4 aperature different
2.2.8 performance better bokeh than f4
3.f4 is a lot light weight than 2.8

Conclusion, depends on your budget and your need
