Actually, you can setup the GIRO, but try not to use it.
That is, whenever possible, go to ATM to top up so that you avoid paying the "convenient fee". But in the event that one forgets to do so, there is still the GIRO to the rescue so that one doesn't get stranded in some ulu place with no value in the farecard.

Bro, I think the letter you have received has stated the 25 cents charges, and the deposit.
minimum top up of ez link card at atm is $5
at gtm is $10.
btw, hong kong, london, these are the places i know definitely have card system, i don't see much issue with stored value for transportation.. but yes, proliferation just for the sake of proliferation is a problem. so long as there are returns to the consumer, there should be no issue though. for example, the kopitiam card gives discounts. the ezlink card has lower fares compared to paying cash fare or single tickets.
in places like paris, i am not sure if they have stored value cards, but you can also purchase "multiple tickets".. you pay the money first (heck, you may not even use it).. but your average fare drops.

According to the website Q5, the 25 cents is applicable only to "Auto Credit Card Top-up"? There is no mention of 25 cents for Giro.

The $0.25 convenience fee as well as the application and admin fee of $2.00 is not just to cover the bank charges but also to include the overall processing costs incurred by EZ-Link for the provision of this service. However in the first 6 months, the application fee will be waived to help facilitate the sign up for this new service offered by EZ-Link by cardholders who were previously on the TransitLink Bank GIRO facility.

Don't bother to look at the website bro. If you're a Giro ezlink user, you'll soon receive notification from them. In it will have all the charges that you need to bear.
isn't it cheaper to just get a backup minimum stored value card? :think:
