If strictly by the book , practically everywhere also cannot shoot la .
Imagine that someone camps outside your home , set up tripod , attach a couple of flash units and pulls out a huge long lens .
You will bloody scream invasion of privacy !
But , if you go about discretely taking snapshots and walk away , no one bothers...

Actually, there is no "strictly by the book", because the "book" as you speak of (presumably referring to laws), do not prohibit photography in public places. Hence I'm not sure why you say everywhere cannot shoot.

The way you say it, its more of a hide and don't get caught method, which has nothing to do with the law, or the book.

no you do not so long it's not inside some of the buildings or resturants etc.
