Can't post any pic

I'm a newbie. Looking for some help to post a pic in the forum. I do not knwo why my "Positing rules" is set at "You may not post attachements". Please advice how do I adjust the setting on my laptop. Thanks for help in advance.

Sorry for not elaborating my problem clearly.

Before submitting this thread, I had read up the FAQ relating to this topic. I had tried using the "New Post" or "New Thread" page to try and insert a photo. But the problem is the button "Manage Attachments" did not appear.

I' using Safari (for Mac) and even when I used my PC IE or Firefox, its the same problem.

So I thought that maybe the problem lies in the "Positing Rules" at the end of each new post or replying page.

Can some one please advice me what went wrong ? Thanks.
