I would say the person behind the camera.
The person has the most important variable when a picture is taken, because without the "eye" of the person, no picture can be taken. A picture is a moment in time. The "eye" sees it, the camera captures it, the story is told in the picture. The camera does not "see"...it is like paper and pen, it takes a person to write the story, without the person, there is no story.
Without the person's eye, the moment has no meaning, therefore the picture has no story. If we have that "eye" - any camera will do the job, and the story is told in the picture. The camera records that story - which is told in the picture it captures as seen by our eyes.
