When we talk about Bokeh, we are not simply talking about the fuzziness or the blurness of the background. I think any reasonable lens in the tele range can produce a fuzzy/blur background.
Bokeh actually refer to the quality of the fuzziness. A lens with good bokeh will gives you less defined edges and less distractions against a noisy background.
