The law should be amended to put in a heftier fine, more like $50k to $100k, since parents have to post a $75k bond for their children if the children should go overseas.

If they can afford to go overseas, $5k doesn't really hurt.
Some people wouldn't mind paying $5k to get out of 10 cycles of reservist much less National Service.

Maybe for every one year of AWOL they will be fined $50K. So, if the offender AWOL for 20 years, it would amount to $1 million.
