I think your lens AF and MF are working fine. Is just that sometimes when you get too close to an object it can't autofocus. The minimum distance of your lens and your object is written in your lens E.G. 1.1m/2.1ft. When you chance to MF it can work because you can take any picture in MF mode, whether it's unclear or not.
You're partialy correct. You can't shoot if you're too close to the subject. The AF won't lock, but at least the AF mechanism should still turn.
In his case, it looks like it does not move at all. It only moves when the lens is focusing from near to far. A symptom of broken flexible cable on this type of lens.
If I remember correctly, the minimum focus distance of the 18-55 kit lens is much less than 1m, so 1m should be good enough for testing.
