My thinking is that since you are considering only f/4 lenses, you clearly have limited budget and am willing to compromise on the aperture and, arguably, the superior optics of the new f/2.8.
Hence, since you are clearly seeking value, you should ask yourself - can I see the value in the newer 24-70mm f/4L IS? If you can't, then go for the 24-105mm f/4L for the longer range lor.

About $900 to a thousand as far as I can recall. Difference in both kits.

HIS is amazing, but useless for 6D. Just pump the ISO all the way to 10000.
The 24-70 f4 is sharper, and almost better in IQ in every way when shooting test charts. But I'll still take 24-105 anytime of the day. In the end, both are not lenses catered to the professionals; let's face it that you ain't going to print billboards or the likes. That extra bit of sharpness which is only visible during pixel peeping will be wasted once facebook resizes it to less than 1 megapixel.
As a hobbyist, take the extra reach over IQ anytime given the same aperture.

I just wanna share my opinion as I recently just got my 5D mark iii with 24-105mm.
24-105mm is an excellent lens and the extra reach is really worth it.
You never know you will encounter situations where your subject is quite far away.
IQ for this lens is good, have not seen any flaws so far.

for the range of 24 70... IS is gd but 105mm... is even more impt.
Even though 24-70 has newer IS... the IS for 24-105 at 70mm is already good hence I drop out the idea of 24-70 and go for 24-105 for the extra reach...
when it comes to oversea.. it's always a struggle whether to bring xtra lens such as 70-200 but many a times.. end up using for a few shots only..
24-105 provides the sufficient range and sharpness which allows user to do cropping..
end of the day.. it's just personal..

buy liao must shoot...

the only reason I choose 24-105 over 24-70 f2.8L is because of the extra reach.. I have used this lens for the last 5 years, that extra reach is absolutely helpful during times when you need it.. No doubt an awesome range for traveling
