Just a wild guess but there are a few possiblities....

1) Since cooking involve a lot their hands, I think they do not want the Emperor/Empress to see their ugly or dirty hands when he is eating. Serious....
2) Maybe the weather is cold ( very unlikely but still there is a possiblity)
3) Lower rank do not need to as they do not bring the dishes to the Emperor/Empress
4) Since they are women, it's good to put their hands in as they meet the Emperor most of the time. This is to show that they are more feminine when walking or sitting down. Swaying hands are more masculine. Even Women Physicians does the same action too when meeting up with the Emperor/Empress.
