sure....it's not magic btw :)

i balanced a fork on the central divider of my kitchen steel basin, and switched on the tap above it so that a small trickle of water fell on the fork. using my canon 400d dslr with 18-55mm kit lens handheld, i focused on the tip of the fork and tried to time the shot so that different stages of the water droplets were captured on the fork. i figured i spent about 10 mins trying out different camera angles and settings doing this.

final camera settings were: iso 1600, 55mm focal length, f5.6, 1/13s, exposure compensation -1.0, no flash fired. in post processing the image, i desaturated the image and added a bluish cast to give it a "cold" feel, then finally inverted the image so that the water droplets appeared to be flying upwards. the close-focusing and macro ability of the kit lens allowed me to fill the frame quite nicely without cropping the image, as well giving a shallow DOF to the image which blurs away the background.

I guess this is in West coast park dog run and she is trying to take a pic of her dog? I think would be better if she was a little more to the right of the frame to give more space?

yep...west coast park dog run :) gd point about giving more space on the left, but i didn't want to cut off the log she was sitting on in the photo.
