Good thing there were more "quality" refs to continue the tradition!

Regarding rule #2 if the keeper roll or kick the ball out of the penalty area and then travel with it and touches the ball again moving it forward to kick it again up field, it should be a foul right ?? Lots of keeper do that to gain a couple yards to pump the ball up field...
