at least for the 1st season, to be fair, we random allocate the teams
unless we keep the old timers in 1 div, which is hard to manage since there are 13 of us
i suggest we split the old timers into 2 groups

for 1st season, take it as playing for seeding, both div considered equal
then next season, it is really the better teams in div 1
