Happened to me many times..i keep telling myself not to do it but somehow i keep forgetting.. On many occasions, i get my CPL stuck on my filter because i screw in too tight while adjusting…thankfully, cooling it down in the zircon and wriggling it back and forth, left to right etc…they eventually got loose enough to unscrew after some time

But many time i had this problem..screw on the CPL indoors before going out, once in the sun, the CPL gets stuck…but once at home, it comes off…
What happens often is that the photog makes things worse by trying to grab and twist - this warps the round shape of the filter and makes it even harder to remove. The trick is to avoid localised pressure that warps the filter. A filter wrench applies even pressure all around.
Another solution is to place the lens on a table, place a thick cloth, non-slip pad, or something similar (I used to use the rubber inner tube strips for my army helmet) over the filter, then press down (lightly) with your palm, and twist. Doesn't work with rotating filters e.g. CPL of course.
Yes there is, its called a filter wrench. However, a rubberband is a way cheaper option
