I'll just say what i think how it works.
They had atleast 2 light source continuous light that is slightly weaker does the blurring movement effect.
Then atleast 2 strobe/flash light that is set to flash at certain intervals for example every 1/5 sec for x number of times. These are stronger power than the continuous light thus achieving the acceptable opacity of the subject..
